PLANNING permission is being sought to turn a pub between Thorverton and Silverton into four homes.
The two-storey Ruffwell Inn has been shut since 2020 because the business is “unviable”, planning documents say.
Keith Hoskins wants to convert it by dividing up the inside into four three-bedroom dwellings.
Each would have a garden and parking for two cars.
“The proposed change of use will not damage the settlement’s ability to meet its day-to-day needs as there are numerous pubs, restaurants and services both in Silverton and Thorverton,” planning documents argue.
“Within 250 metres... is the Exe Valley Farm Shop and Ruby Red Café.
“There are also four other pubs within 1.25 miles of the site; The Thorverton Arms and The Exeter Inn located in Thorverton, while The Silverton Inn and Lamb Inn are located in Silverton.
“Therefore, the loss of the pub at The Ruffwell Inn will not damage the settlement’s ability to meet its day-to-day needs.
“It is reasonable to state that the four pubs in a settlement of the size of Thorverton and Silverton is excessive and results in supply outstripping demand.
“The change of use of the site to residential use is considered the most viable option to secure a future use of the building, whilst also providing a modest contribution to meeting the district’s housing needs.”
The first home inside the pub would be 172.4 square metres in size, the second 157.5, the third 147.4 and the fourth 149.8.
The former pub would still be accessed from the A396, albeit with a slightly wider entrance.
Mid Devon District Council will decide whether to grant permission at a later date.
